I suddenly started getting the same problem about two days ago. Fortunately, I was able to restart and save any essential files that weren't already backed up. This problem occurred when your browser unable to extract some compressed sites. This would terminate the process immediately and would definitely resolve the issue with the icons not appearing. I did a system restore to before google desktop was removed and it fixed it on one computer, another computer remained broken. If I minimize the windows that are open, the taskbar functions as expected again. Restart your computer and your start bar and icons should be back. Well technically I could and I used it with default theme which is even worse than default Windows looks and I tried to download some custom theme and nothing worked because theme required and all of the themes does som additional modules.
