The relay is to the right of the fuse box on the driver side near the parking brake. You must remove the black cover box that just plus off, and you will see the relay. Mar 16, 2009 i just had the same problem with my f 150 1999 , my wipers, washer fluid pump, dome light, door chime stopped, I went thur the manuals, Checked appropated fuses, even changed wiper motor, nothing worked out of much internet checking, talking to mechanics, I got frustrated, I started pulling all the fuses under the dash,, I pulled 15 ,a 5 amp fuse, which has nothing to do with the wipers eletronics, it was a good fuse, when i put it back in, everything came back and working fine. The small wire on the starter is the ignition switch.
Now, crawl under the dash with a flashlight very important, as it's dark up there and you will see a piece of white plastic with a bundh of relays and wires going to it. Do you hear any kind of noise when you starter the wiper function. If that's the case, the tailgate panel and the inner body panels aroung the tailgate will have to come off to get the harness out for repairs. Be careful with the plastic panels, as they are old and brittle, and may break easily. I find that a small paper clip acts as a nice jumper.

I'm still trying to get the box apart, but I know the relay is in there. When I put in a fuse into the fuse box only the washer fluid works the wipers remain off.
