It seems like many other vw Jetta owners for 2011-2014 are having this issue. Move the lever back to the home position to turn selected feature off, convenience turn signal lane change feature , to use the convenience turn signal feature, move the lever up or down slightly, just point, switched off, they flash as long as you hold the lever up or down, and go out when you release. Absolutely a nightmare of a car at only 42k miles. But you can tell them that you changed the bulbs changed the switch so can you take a look at the wiring get right to the point. Drive it in manual and you won't get the noise. But I dislike the size of the rims, would like it a few inches bigger. High quality vehicles and beautifully engineered.

Love the interior design of the cabin espically from the drivers vantage point. It really was hard for me to face a bigger expense but I think that security is the most important thing because those devices can save our lives. But if you want to save some time and a trip i would try jiggling the switch a little and fliping them to on and off and see if it makes anything happen. At 90,000 miles compressor failed.
