Thanks for the suggestions I started to check my connections and found the smaller wire that runs to the positive terminal was broken so I checked with my multimeter again it still showed power going through the system even with the broken wire, I stripped it back a little and made contact and that fixed the problem so I just have to repair that and all should in working order again. If it works when you apply 12 volts to it locally then you have some kind of wiring problem somewhere in-between.
