Could it be fuel vaporization? Like it is starving for fuel or something else is causing the loss of rpm. Did not pay any attention thought it was just the cold. I hope this helps anyone else dealing with this problem, and once I get brave enough to try the fuel pressure regulator theory out myself, I'll definitely give you guys an update. If a mechanic told you that the car has a non-interference engine, I suggest that you not use him for the replacement of the timing belt. Like there is not a staedy fuel flow.
